Summary:
Under the general supervision of the Aquatics Recreation Supervisor, this position is responsible for assisting with the day-to-day operations of (2) year-round indoor pools and (4) outdoor pools (May through August). This position develops and maintains a comprehensive program of hiring, training, scheduling, and supervision of aquatic staff, and supervises the planning, implementation and evaluation of aquatic programs; ensuring quality customer service and safe facilities for patrons. This position requires working early mornings, evening and weekend shifts and being on-call for emergencies. Sunday through Thursday or Tuesday through Saturday schedule required year-round.

Job Duties:

  • Assist in the daily operation and maintenance of pool/facilities; supervise staff; assist in the development and implementation of goals, strategies, policies, and procedures.
  • Oversee and log daily maintenance of swimming pools; monitors and maintains pool filtration systems; monitors pool water chemistry through testing of water samples; adjust chemistry as needed to maintain standards; enforces proper health and safety procedures in the pool area.
  • Coordinate, plan, develop, implement and evaluate comprehensive community aquatic recreation programs including instruction (Swim Lessons; CARA Swim Team), recreation and special events.
  • Schedule staff and facilities. Establish, schedule, and manage use of facility for daily programs as well as group and facility rentals, organized birthday parties, and special user groups. Prepare invoices of facility rentals and maintain accurate records and backup.
  • Hire, train, schedule, supervise and evaluate the work of all aquatics part time staff; work with employees to correct deficiencies; manage conflicts among staff.
  • Schedule, coordinate, and conduct Lifeguarding classes, reviews, emergency drills, and employee in-service training programs for staff.
  • Maintain an accurate inventory of office, first aid, chemical, operating and program supplies by tracking inventory, requisitions and/or purchase supplies. Perform inventory audits. Order as necessary.
  • Responsible for administrative duties as required; particularly in terms of registration, data entry into Registration, completing Credit, Transfers, Refunds; verify all staff certifications are current; maintains performance and certification files; etc.
  • Assist with the preparation and monitoring of the budget, manage revenues and expenditures and prepare financial reports using sound judgment and solid rationale.
  • Prepare purchase orders, RFP’s, and invoice requests. Collect and record payments and outstanding balances. Prepare short and long-range revenue/expenditure projections, monitor revenue streams. Assist to increase overall facility patronage and use.
  • Assist with the development, implementation, and tracking of a marketing strategy; notifying the public of District events, sales, and promotions.
  • Develop and maintain relationships with District employees, vendors, and various outside users groups to provide information and coordinate their programs and special events.
  • Prepare, enforce, maintain and modify policies and procedures manuals; conduct periodic staff meetings to provide and gather information, answer questions and respond to complaints and concerns, both internally and externally.
  • Provide a variety of general information and quality customer service to the public regarding parks and recreation operations and programs; respond to questions, resolve complaints, and survey patrons as needed. Work with participants needing program adaptation or reasonable accommodation.
  • Observe necessary precautions to assure general public safety, cleanliness; inspect facilities for safety and maintenance needs by conducting facility walk-throughs on an on-going systematic basis and report maintenance repairs. Address cleanliness and safety concerns immediately.
  • Adhere to operations and safety policies and procedures to ensure the safety and accident prevention of self, co-workers and program participants. Recognize emergency and dangerous situations by reacting quickly and calmly; administer first aid as needed. Complete Incident/Accident reports accurately and thoroughly. Notify supervisor of serious issues immediately.
  • Attend and participate in staff meetings and professional group meetings; stay abreast of in state and national codes regarding swimming pool regulations, health, requirements, and laws.
  • Stay abreast of training protocols, new trends, and changes in policies, procedures, methods, and department needs as they pertain to innovations in the field of aquatics recreational services.

Required Experience

  • Bachelor’s degree in a Recreation, Aquatics Management, or directly related field, two (2) years of direct supervisory experience of an aquatic facility, including working with pool equipment, chemicals, and staff training/supervision, and two (2) years of seasonal guarding and lesson instruction; or any equivalent combination of acceptable education and years of experience.
  • Current Lifeguarding (CPR/AED, O2, First Aid), Lifeguarding Instructor, and Certified Pool Operator or Aquatic Facility Operator required.
  • Water Safety Instructor and Lifeguard Instructor Trainer certification preferred.
  • Must possess and maintain a valid Driver’s License or the ability to obtain one within thirty (30) days of employment. Must be insurable by the District carrier at the onset and for the duration of employment.
  • Knowledge of modern office procedures, methods and general office equipment (computer, copier, fax, phone, etc.). Proficiency with applicable computer software applications (Word, Excel, Outlook, POS/Registration, Facility Scheduling).
  • Knowledge of principles, practices and techniques used in overseeing customer service programs, janitorial, swim lesson instruction, lifeguarding, supervision, and risk management of a swimming pool.
  • Strong communication skills utilizing multiple mediums - verbal, written, and presentation is required.
  • Knowledge of aquatic safety devices (rescue tubes, backboards, BVM, O2).
  • Knowledge of aquatic and facility operations, management, scheduling, and programming.
  • Knowledge of water chemistry principles as they apply to maintaining a pool. Chemical controllers (ie: BECS, Strantrol; Chemtrol), chemical feeders (i.e.: chlorine pulsar); mechanical/pump room systems and filtration, chemical testing units (i.e.; Taylor test kit; Palintest), pressure washers, pool chemicals (muriatic acid, calcium hypochlorite, CO2, sodium bicarbonate), electrical panels.
  • Knowledge of applicable State and County health and safety codes, and regulations.

Working Environment:

  • Requires sitting at a desk up to 40% of assigned shift in a busy office environment where noise and interruptions prevail.
  • Must be able to work in an environment with poor acoustics, and various distractions (i.e., music, weather conditions, etc.).
  • Occasionally might be required to utilize cleaning materials for duties such as mopping, cleaning windows, vacuuming, and pool maintenance.
  • Exposed to chemically treated water for a minimum of four (4) hours daily.
  • Most work is performed primarily in a hot, humid, chemically treated environment (pool area).
  • Potential exposure to hazardous agents, bodily fluids/waste, infectious and contagious disease.
  • Must be able to react appropriately based on skill, knowledge and training to occasional stressful or emergency situations.
  • During summer months, work may be at an outdoor facility and will include exposure to all types of weather.

    Physical Requirements:
  • Must be physically able to perform lifeguard and instruction activities at pools.
  • Must be able to frequently bend, walk, kneel, stoop, reach and lift in performance of duties. Occasionally will be required to assist in the lifting and moving of chemicals, supplies or equipment etc. to a maximum of 50 pounds unassisted and to 100 pounds with assistance.
  • Vision requirements include: near acuity far acuity, depth perception and color vision.
  • Must possess strength and flexibility to make rescues and evidence such by maintaining current LGT certifications.
  • Must exhibit manual dexterity to manipulate keyboards, calculators, and telephone systems.
  • Hearing must be adequate to hear patrons and/or co-workers communications up to 25 yards away.
  • Must be able to talk and hear via the telephone and through face-to-face communication.
  • Occasional contact with chemicals used for cleaning as required. Required to troubleshoot, clean, maintain chlorine feeders.
